Mr. C Y Leung graduated from Hong Kong Polytechnic and Bristol Polytechnic UK. He holds Honorary Doctorate degrees conferred by four universities in the United Kingdom, Hong Kong and Shandong.
Since the late 1970s, Mr. Leung had participated in the land and housing reforms in China and helped prepare the first land sale in the Mainland after China’s constitution was amended in 1988.
Between 1984 and 1997, Mr. Leung held senior positions in the entire political transition to the establishment of the Hong Kong Special Administrative Region.
Between 1997 and 2011, Mr. Leung was a member of the Executive Council of Hong Kong and was the Convenor of the non-official members between 1999 and 2011.
In March, 2012, Mr. Leung was elected the fourth-term Chief Executive of the Hong Kong Special Administrative Region. Since March 2017, he has been a Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference.
Currently he is the Chairman of several not-for-profit NGO’s established in Hong Kong, including the Bay Area Hong Kong Centre, Belt and Road Hong Kong Centre and the GX Foundation.
In 2022, he founded the Minxin Hong Kong School (Guangzhou, Nansha) and serves as the Chairman of the School board.
Dr. Ngai is Senior Vice President of CT Bright (CP Group Company, one of the largest conglomerates in Asia from Thailand), based in Hong Kong, spearheading its private equity investment with a focus on technology related companies in Asia and China. Dr. Ngai has worked for CP Group for 14 years, previously in Beijing, Shanghai and Shenzhen on nationwide merchandise for CP Lotus. Before joining CP Group, he has worked as a software engineer in a start up in Silicon Valley.
Dr. Ngai is also a director of Longtime Company Limited (Longtime). Longtime has been in dutyfree-related business since 1972, in China and Thailand, as a major distributor of tobacco and wine and spirit. Longtime also runs an on-line retail business in GBA.
Dr. Ngai is a member of the Fifth, Sixth and Seventh CPPCC Shenzhen Municipal Committee and a lecturer at Panyapiwat University of Thailand. He is also founding shareholder of Ayodhya Links golf course in Thailand, which ranked top 100 golf courses in the world.

Ms. Salina Yan is the Permanent Secretary for Financial Services and the Treasury (Financial Services) of the Hong Kong Special Administrative Region Government. She leads the Financial Services Branch of the Financial Services and the Treasury Bureau on policy work for developing Hong Kong’s capital market and financial services sector in furthering Hong Kong’s status as an international financial centre and connection with the Mainland capital market. In that position, she deals with policy and legislative matters relating to the securities and futures markets, asset management, banking, insurance, mandatory provident funds, green finance and FinTech.
Ms. Yan was Director-General of Trade and Industry between 2016 and mid-2020 when she headed the Trade and Industry Department in implementing trade and industry policies, reaching trade agreements with other economies, participating in regional and multi-lateral trade fora, and supporting Hong Kong’s small and medium enterprises. From 2006 to 2009, she was Deputy Representative of the Hong Kong Economic and Trade Office based in Geneva which represents Hong Kong, China as a member of the World Trade Organisation.
Zhang Guobei is the Vice President of SenseTime and President of the Smart City and Enterprise unit. He oversees SenseTime’s Smart City and Smart Business segments and is responsible for driving the development and innovation of these two business segments.
Under Mr. Zhang’s leadership, SenseTime has achieved significant breakthroughs in the two business segments. By leveraging its ability to perceive and assist decision-making in enterprise spaces, SenseTime has helped businesses reduce costs, increase efficiency, and enhance their digital operations. SenseTime has also secured the top position in China’s enterprise-level computer vision software market, serving over 500 corporate clients. Additionally, in collaboration with urban managers, SenseTime has built a future-oriented urban management platform, facilitating the digital transformation of 16 cities with a population of over 10 million each. This platform continuously enhances urban operational efficiency by converting raw urban data into operational insights, event alerts, and management actions in real-time. Cities can utilize AI-as-a-Service to empower various scenarios such as urban traffic management, urban services, environmental protection, and emergency response.
With over fifteen years of extensive work experience, Mr. Zhang has a strong background in telecommunications and developing smart cities. Prior to joining SenseTime, he held long-term positions at various well-known international telecommunications companies such as Motorola and Nokia. Since joining SenseTime, Mr. Zhang has utilized his professional knowledge and strong business acumen to develop the ecosystem of SenseTime’s Smart City business segment successfully. Mr. Zhang graduated from Beihang University with a master’s degree in electronic engineering.
Mr. John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master’s degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr. Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr. Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr. Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.
Mr. Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People’s Government on 20 May 2022. Mr. Lee assumed office on 1 July 2022.
Time flies, and this year The Chamber’s Young Executives’ Committee (YEC) celebrates its 50th anniversary. YEC was established in 1973 under the leadership of Wong Kwan-cheng, the former Chairman of the Chamber. During that time, the Chamber aimed to enhance networking and foster interactions among its young members while nurturing future leaders for the organization. Additionally, the committee sought to instill a sense of patriotism and cultivate a love for Hong Kong among the youth.
Hong Kong has transformed and grown half a century on, and YEC must also keep pace with the times. Besides leading young members to deepen their understanding of the country and contribute to the development of Hong Kong. Today’s YEC shoulders the important responsibility of the times to unite young Chinese entrepreneurs around the world and promote industrial succession and innovation.
In celebration of its 50th anniversary, YEC will be organizing a series of celebratory events in mid-November. These events include a welcome dinner, the World Young Chinese Entrepreneurs Summit, and a gala dinner. Young friends from Hong Kong, mainland China, Macau, and overseas will be invited to participate and share in the joy of the YEC’s 50th anniversary.

Scent by SIX’s societal contributions, especially its association with the non-profit Caregivers Alliance Limited (CAL), mirrors Jason’s unwavering commitment to the community. His contributions extend to grassroots endeavors in Bukit Batok and his dynamic participation on the Council of the Singapore Retailers Association. Despite his professional commitments, family remains Jason’s cornerstone. His wife, Vera, and their four children serve as his unwavering pillars of support. Jason is a living testament to the power of effective time management, juggling demanding business roles while prioritizing cherished moments with his family. Drawing inspiration from the late Mr. Lee Kuan Yew’s tenacity and vision, Jason’s journey resonates with authenticity and determination. Robert Lee currently serves as a Legislative Council Member for the Functional Constituency of Financial Services. He is also served as the Chief Executive Officer of Grand Capital Holdings Limited, and a member of the Financial Services Subsector in the Election Committee of the HKSAR Government. He has over 15 years of experience in the financial services industry across areas of brokerage, asset management and corporate finance. He is the Permanent Honorary President and Director of Hong Kong Securities Association, Vice President of the Chinese Gold & Silver Exchange Society, a Standing Committee Member and Chairman of Commerce, Industry and Social Affairs Committee of the Chinese General Chamber of Commerce, a member of the Cash Market Consultative Panel of Hong Kong Exchanges and Clearing Limited and the Task Force on Enhancing Stock Market Liquidity.
The Hon. Lee is also actively engaged in public and community services. He is a member of the 13th Zhejiang Provincial Committee of the Chinese People’s Political Consultative Conference. Vice Chairman of the United Zhejiang Residents Association and the Shanghai Fraternity Association Hong Kong. He previously served on the Process Review Panel for the Securities and Futures Commission and Standing Committee on Company Law Reform. He holds a BA degree from Bard College and a MS degree from University of Pennsylvania.
Duncan has committed himself to the development of technology and innovation in Hong Kong since early 2000’s. He is an advocate of local Tech and Innovation policies, a tech entrepreneur, a veteran investor and is often regarded as the leading figure in Hong Kong’s Tech and Innovation sector.
In 2022, Duncan was elected to the 7th term of the Legislative Council, representing the Technology and Innovation Constituency. He has been diligent in uniting the industry and speaking up for the general public and the long-term development of Hong Kong. He often makes suggestions to the Government on technology development, economic and public health related policies. Many of those have been adopted and followed up by relevant authorities.

Duncan has been a key contributor to Hong Kong’s T&I development. He is President of Hong Kong Information Technology Joint Council and Convenor of Innovate for Future, a think tank representing some of the leading start-ups. He is also Chairman of HKTDC Information & Communications Technology (ICT) Services Advisory Committee, Chairman of Advisory Committee of the Department of Systems Engineering & Engineering Management of The Chinese University of Hong Kong, and Member of Advisory Committee of The Hong Kong Polytechnic University.
Duncan has participated and interested in over 100 technology companies and is an experienced professional investor. He is a frequent speaker at forums to share his insights and also a mentor to young entrepreneurs.
Duncan is also dedicated to community affairs. He is a Member of Hospital Authority, Chairman of its Information Technology Services Committee, and Chairman of Hospital Governing Committee of Tin Shui Wai Hospital.
Duncan is also Secretary-General of Asian Squash Federation, Chairman of Hong Kong Squash and Chairman of Lai Yuen Company Limited.
Mr. Guo graduated from Waseda University in Japan with a major in International Financial Law. With nearly 20 years of experience in cross-border mergers and acquisitions as well as venture capital, he founded and led the first Sino-foreign joint venture RMB fund in Central China since 2009. He also spearheaded the operation and management of VC funds for Japan’s Daiwa Securities Group in China, achieving remarkable results and accumulating extensive experience in post-investment value-added services. Mr. Guo is particularly skilled at facilitating capital and technology cooperation between Chinese and Japanese companies. At the age of 28, he became the Managing Director of the overseas branch of Daiwa Securities Group, setting a record as the youngest executive in the history of the group.
In 2017, he founded AIS CAPITAL, where he serves as CEO. His responsibilities include: (1) Financial advisory services for cross-border investment and financing projects between China and Japan, catering to Chinese companies’ investments and mergers in Japan. (2) Investment in high-tech Japanese companies and technology industry transfers to China. (3) Fund operation and management (VC/PE funds, real estate investment funds).
In 2014, Mr. Guo worked as the Assistant to the Chairman of China Sunner Group, overseeing the group’s investment and mergers and acquisitions as well as its Japanese business. His achievements include: (1) Leading the acquisition of a New Zealand beef slaughtering and processing company and the acquisition of a Taiwanese restaurant brand. (2) Participation in Sunner Co., Ltd.’s (002299) $400 million targeted issuance to KKR Fund.
In 2009, he held the position of Managing Director at Japan’s Daiwa SMBC Capital and Hubei Gaohe Venture Capital, where he was actively involved in the establishment of Daiwa Securities Group’s first RMB fund. His responsibilities included investment operation and management. He invested in several Chinese growth companies across industries such as electronic components, cold chain logistics, energy conservation and environmental protection, pharmaceuticals and IT. Notably, companies like Taijing Technology (603738) and Changyuan Donggu (603950) successfully went public on the A-share market, generating substantial investment returns.
In 2006, Mr. Guo joined Marubeni Corporation, a Fortune 500 trading company in Japan. His responsibilities included bilateral and trilateral trade between Japan, China, and Southeast Asia, as well as strategic investment and mergers and acquisitions in the Asian region.

Dr. Jonathan K S Choi is Chairman of the Hong Kong-based Sunwah Group, Chairman of the Hong Kong-listed Sunwah Kingsway Capital Group, Chairman of VinaCapital Group of Vietnam and Independent Non-executive Director of BOC Hong Kong (Holdings) Limited. Established in 1957, Sunwah’s business now covers eight principal areas: Seafood & Foodstuff, Real Estate, Financial Services, Technology, Media, Infrastructure Education & training and Green Tech & Health Care. In November 2022, Dr. Choi was conferred The Order of the Rising Sun, Gold Rays with Neck Ribbon by Japanese Government. In September 2023, Dr. Choi was conferred the ‘Order national de la legion de honneur’ by the French President. Dr. Choi has been awarded the Grand Bauhinia Medal (GBM), the Gold Bauhinia Star (GBS) and Justice of the Peace (JP) by the HKSAR Government for his meritorious public and community service.
It is a great honour for me to serve as the Office Bearer In Charge of YEC at this special moment when YEC celebrates its golden jubilee. While focusing on preparing for YEC’s 50th anniversary celebration, we also take this opportunity to review its past journey and set the direction for its future development.
The Chamber has a strong reputation and solid foundation, and YEC, as a youth organization under its jurisdiction, is also well regarded by all. The tasks and interactions that YEC conducts are valuable experiences for young members. Many YEC members have subsequently emerged to be outstanding talents of the moment.
Going forward, YEC will continue to innovate and strive for excellence, committed to supporting and nurturing the youth, and assisting in commerce and industry. I would like to wish YEC a happy 50th birthday and every success in the next 50 years ahead.
Over the years, many members of the Chamber have tried their hand at YEC in the early years of their careers to gain experience in chamber affairs and accumulate valuable experiences. The same is true for me. I feel honoured to be serving as YEC’s Chairman at this historical moment of its 50th anniversary.
As we celebrate our 50th anniversary, the current-term YEC will continue to maintain close relationships with various youth organizations in Hong Kong. We are committed to uniting more ambitious young people from both local and international communities, fostering collaboration within the Greater Bay Area, and persistently striving to promote economic and trade development as well as youth affairs.

Dr. Fang Zhou is the research director of the One Country Two Systems Research Institute in Hong Kong. Dr. FANG has been engaged in research work in economic development and regional planning for many years, and serves as the Council Member of the Chinese Association of Hong Kong and Macao Studies, Council Member of the China Overseas Friendship Association, Deputy Director of the Proposal Committee of the Friends of Hong Kong Association, Member of the Advisory Committee on the Northern Metropolis of Hong Kong, Executive Vice President of the Federation of Hong Kong Shenzhen Association, Member of Shenzhen Internationalization Consultation Committee, Member of the Decision Advisory Committee for Shenzhen and Zhuhai, Member of the Shenzhen CPPCC, as well as an advisor to Shenzhen Qianhai, Zhuhai Hengqin, Guangzhou Nansha, Dongguan Binhai Bay New Area and other places. Dr. FANG has made significant contributions to the planning of the Guangdong-Hong Kong-Macao Greater Bay Area and is also one of the main promoters of the planning for Hong Kong-Shenzhen Innovation and Technology Park in the Loop, and the Northern Metropolis of Hong Kong.
Prof. Pan Hui is a distinguished academic and researcher in mobile computing, augmented reality and data science. He is a Chair Professor of Computational Media and Arts and Director of the Center for Metaverse and Computational Creativity at HKUST (GZ), and a Chair Professor of Emerging Interdisciplinary Areas and Director of the HKUST-DT Systems and Media Laboratory at HKUST. He is also the Nokia Chair in Data Science and a Professor of Computer Science at the University of Helsinki, Finland. He was a senior research scientist and then a Distinguished Scientist for Telekom Innovation Laboratories (T-labs) Germany. His industrial profile also includes his research at Intel Research Cambridge and Thomson Research Paris. His research has been generously sponsored by major industry players such as Nokia, Deutsche Telekom, Microsoft Research, and China Mobile. He has published more than 600 research papers and with over 27,000 citations. He has 32 European and US patents. Prof. Hui is an internationally recognized scholar, having been elected as an International Fellow of the Royal Academy of Engineering and a Member of the Academia Europaea. He is also a Fellow of the Institute of Electrical and Electronics Engineers and a Distinguished Scientist of the Association for Computing Machinery. In addition to his academic accomplishments, Prof. Hui is a founding member of the INTEPOL Expert Group on Metaverse and a member of the World Economic Forum’s Global Future Council on the Future of Metaverse. Prof. Hui obtained his PhD degree from the University of Cambridge and has since made significant contributions to the field of computer science and engineering. With his extensive expertise in Metaverse and computational creativity, he is at the forefront of research and academic innovation.
